It’s a bit of a confusing chapter. Apparently he is not friend but the whole backstory and narration is told from friend’s perspective. When arriving at the letter to the teacher, the person who wrote the letter says he changes schools and made a friend. Then after the flashback the director said “I was still bullied, at my next school and the school after that”
