Well, no. Their class is up against at least strong A-Class to S-Class monsters and a stampede of them at that. There’s no room for “watch and observe” against a horde of high power monsters. Being quick and decisive ups chances of survival.
this is one of those manga’s that are fun to read but when you have a lot of chapters. Not exactly worth waiting ages for a single chapters so I’ll just forget about it and come back to it like 2 years later after remembering it
