NO, it is not a terrible idea:
1) they do not have to worry about the monsters attacking from the air.
2) they do not have to worry about monsters attacking from all directions and only need to worry about monsters attacking from front and rear.
As long as the civilians are in the middle and the awakened are in the front and rear, they will be good.
