He CONTINUES do develop himself, collect and guide those he saw in his previous ‘run’ to oppose the shadow in an intelligent way. Is obvious that he has been doing this but it has been constructed well—not just a stupid and boring mass recruitment drive of any strong person around him.

Whether this works or not is IRRELEVANT, he should be trying this the entire time if his goal was to stop the shadow workd crisis like he’s claimed.
