Alright, so (for those confused by the translation/the whole reality warping stuff), here’s my understanding of ehat’s going on:
Context:
A long time ago, an ancient civilization fused magic and technology to create the Artemis System, something that would let them live in a perfect world.
At some point, the system became damaged, leading to that civilizations destruction. Despite the destruction, some survivors remained, carrying with them knowledge of the system and it’s power.
This knowledge gave rise to the Church, which worshipped the Artemis system like a god. The truth about the system and it’s capabilities was presumably passed down through history to high ranking members of the church, which would be how Priscilla learned of it.
A while ago, we learned that this system is the reason why Desir was able to return from death and wake up in the past, though we didn’t know how or why it activated.
Priscilla, in an attempt to create a perfect world where everyone would be happy, decided to use her knowledge of the Artemis system to orchestrate events that would allow her to eventually re-fuel and repair the system (which could be accessed through a secure room in the Hebrion academy). The past few chapters have been the result of her success in creating such a utopia, though Desir seems to have once again been the only person to retain his awareness.
New Information
In this chapter we learn that Neopolitan (the final boss dragon that was defeated in chapter 1) somehow fused with Desir when he exploded. Dragon magic, (the new magic system Desir’s been using), is apparently known as dragon magic because it is only useable by dragons. Through chance or fate, Desir was reincarnated by the causality re-writing power of the Artemis system, fueled by the mana of the most powerful dragon, making Desir himself part dragon.
Some part of Neopolitan (His spirit? His consciousness?) was sent to some kind of alternate plane of existence (seemingly a similar plane to the one where the demons were sealed). He is aware of the events Desir has been experiencing through the connection they share through Desir’s rebirth. It is possible that this connection to a being outside the influence of the Artemis system is the reason why Desir is mentally unaffected by the changes in the timeline.
Neopolitan advises Desir that while he does not himself know what happened to cause them to be linked, or reset the world, there is someone who does.
Desir rejects the utopia. Which is seemingly enough to shatter the effects of what Priscilla has created. Furious, she demands to know why he would do that, why he would choose world of pain where everyone dies instead of a world where everyone can finally be happy. Desir puts the pieces together and realizes that Priscilla, like him, remembers the original timeline.
Priscilla, in the last moments before they were wiped out by the explosion, somehow used the Artemis system to rewind the world 10 years, creating the current timeline.
Desir, now aware of his connection to Neopolitan, draws upon his draconic power, and resolves to continue fighting against Priscilla

This is deep. Maybe too deep.
I even experienced regression reading this since it seems it’s the same chapter than a few weeks ago.
And it’s still hot garbage of a word salad only people with sufficient acid and alcohol in their blood can start to comprehend.

Poopy scans should be ashamed to use watermarks.
I’ll just reread the talk-no-jutsu behind Naruto infinite tsukiyomi tree arc plus the end of pain and call it a day.
