Obviously that high tier vampire will be a great addition power-wise to his forces and I’m sure you could force some sort of subordination either via contact, quest, or punishment. etc etc.
anyway, the bigger question is, how would you feel letting someone in who views you and other humans as food? not exclusively since vampires can eat the same things humans eat but they also feed on human blood. would you be comfortable with that?

So, the ones with guns were the ones that raided the police station armory before… and now there is a High level vampire that started all of the sh*t with the vampires… Get him in and put him on a leash. 
This piece of sh*t needs to be worked into the ground and used as slave
