In the end, the majority are too busy or too apathetic to care about someone else, no matter how horrible or grotesque it is, until trouble knocks on their door. Even the civil rights march was unpopular at the time and after a long, hard fight they were given the bare minimum — legal equality.
If the Ajin were ever considered human and given appropriate rights, there would be laws and punishments introduced to ensure they found themselves back on that operating table. And everyone else would tell them to not break the law if they wanted to live in a civilized society, because otherwise they’d have to do something.
