That sounds strange to me. I never had to pay much, if anything, to play rugby or tennis in France as a kid. It is not about clubs paying for everything because they scout… It is about local towns and public schools paying for it so that kids have things to do on saturdays… Japan is not as much all about money as the USA is, but it still is much more than Europe. The 3 societies are all built on different values and priorities (like in ‘individual independance and self-reliance’ vs ‘society-wide public services and security’). The idea of everything being a public service seems pretty unthinkable in some places it seems.
