If that 90% is for the people as well I see that a good deal for both sides. That way both civil and governing forces will have better relationships by helping each other in times of need (food shortages)
Your suggestion is way too little, as the enforcers it’ll be a problem trying to adjust taxes up if they need to but they can adjust them down. If we look at agrarian societies of the past the government/protectors always took the larger share of the crops. The land is theirs and they have a near monopoly on force. It’s not the same as taxing money.
90% is way too much. In the long run it will damage the reputation of the battalion unit and there will be rebel.
Maybe 20-30% is optimal , if needed 50% max
