These last few chapters have shown why the Nine Li Race got their asses handed to them. They are retarded and incapable of keeping a secret.
This guy shows up and reveals himself and that the other shore realm guys are outside.
The bad guy spends months pinging out to the cosmos that they need help. No one of the other shore power houses pick up on this message and some random guy way out in never never land hears it.
I guess you could say the conflict development is contrived.
