The story was never meant to be cleared. How tf are you supposed to do all of that. There’s a bunch of restrictions and bs that keeps you from progressing. Can’t return once you’ve left the starter town, saying specific things to specific npc’s in specific orders, finding places that no one would ever find normally and making it so that you can’t continue the main story when you pass a certain level. The dungeon was for level 20 and below right, or is that just a weird way of saying that it recommends you to enter under those conditions?
