He needs allies amongst those who are powerful but not loyal to current royalty…
Like wealthy merchants or underworld pirates, so he can have THEM do the farming and distribution for him, since they would know the methods of getting away with it…
Also, lolz… he baught tiny floor bean bags/cushions for them like they are dogs… instead of a bigger bed or more beds…
