I find it a bit hard to believe that none of the high level government officials other than literally the two highest ranking ones running away as soon as things got ugly. First of all, there should be a bunker that they’d move to, and secondly, at least some of them should have enough of a sense of duty.
This is kind of like a sea captain pushing a passenger overboard to get to the lifeboats first. Maybe a few captains would do that, but I think that most of them would follow the rule of being the last one off of the sinking ship.
