I was wondering why they were acting like the butterflies were the only option. If it’s all just this witch keeping things this way on purpose, and there’s no rival scientists or meaningful checks on her power, it suddenly makes sense that no alternative has been successfully deployed. She probably knows dozens of ways to handle the bugs by now, but simply kept them to herself to keep things going.
