Okay, a theory. I think, Yoru wants for Death Devil to be eaten by Pochita, so no one could ever die, right? And so after, she pushes humanity for war or something like a huge conflict. What is scarier than just death? To live eternally without any way to finish your life even after you turned unto pieces: your body mangled, you cannot move and feel extreme pain every second of your existence with no death in sight, ever. With this humanity would be really fraid of war and conflicts, therefore making Yoru the most powerful Devil after Death Devil (maybe Pain Devil would also get stronger as a collateral, who knows, it’s just a theory)
My guess is every horsemen has goal of controlling fears of humanity and each of them probably need denji

my theory on something worse than death for the human race is having chainsaw man eat the death devil. no one can die anymore and all of humanity just get strung up like cattle, infinitely bleeding producing food for devils since they can’t die

She still intends to weaponize humanity into some type of superweapon, think “Humanity Eigenweapon” Right now, she considers herself queen of humanity with Denji by her side. Thus she owns humanity.
Once she does so. She’ll begin using her control of them to weaken and destroy other devils. As well as strengthen herself immensely.
Should she win. She’ll have Denji erase the concepts unrelated to her. Basically a hijacking of Makima’s plan.
