Monopolies are never a good way to fix anything, even centralization has its flaws, but it feels like things are too centralized. The association should be a standardization board, regulated by government like the military, it hands out permits to create guilds, and keep tracks of hunters, with government granting industry permits to process dungeon resources.

This way you have, more cleaner guilds on hand to balance the work load. Cleaner guilds would be more independent working on a contract basis, based on what they bring out.

The combat guilds would get half their revenue from dealing with dungeons, as the association would have bounties for stopping a dungeon, not to mention fighting monster outbreaks or helping with criminal hunters.

Having the association manage dungeon resources directly, is very cost prohibitive, IMO. it’s not like a combat guild can not send a suit or 2 to oversee the cleaner guild teams.

Gov sets over all rules
Association deals with hunters and guilds, and has oversite over dungeon materials,taxes and fines trade of materials.

Gov licenses out permits to industry and companies to handle and trade dungeon materials.

Combat guilds compete for dungeons to get a quick payout from the Association and gov funding.

Cleaning guilds do the busy work of gathering materials, and get a cut of the haul. Its not too hard to bang out a contract where multi cleaning guilds make a team, so you have no shortage of cleaners. I mean, break the cut down to each member on the team, if a single guild has more people on the team they get more of a cut.

Industry should be on site to pick up materials, no need for a guild or third party too warehouse stuff.
