This whole scenario doesn’t make any sense, if conditions there were truely so terrible most of them would’ve fled with their immediate family long ago. There wouldn’t even be a group of “refugees” for the princess to watch over. They’d’ve fled all across the empire.
Also even if not directly in the slums they’d’ve spotted the movement of supposedly thousands of people. The guys on the walls or at the gates would’ve seen them.
