Having an addict as the one in charge of distributing the drugs he’s addicted to is definitely a good idea.
With this we learned that it’s not an experiment but a warrior production “factory” as such an overseer like Noll is bad for business. How’re you going to sell warriors if he’s obsessed with getting them killed and taking drugs.
