The biggest hole in the heroes can’t kill and need to take them to jail “logic” is that the police kill plenty of criminals. Also the prison for supers only guards are regular people and it’s not emp shielded.
The collars should have reverse kill switches so that if the power goes out they explode, and obviously there should be supers on guard duty.
If u want to keep ur city/people safe , Dont make Batman ur role-Model xD .

I’ve always found it ridiculous for heroes to not kill the OP villains, they send the extremely insanely super powerful villains to the authorities? And they expect them to be able to handle them? Fuck that shit, just kill them.
damn first the heros now the brother no. forget about “we dont kill we save” but this villain needs some serious judgement this is very dark and brutal for a first chapter
