You got to remember that this is a comedy with good action. It is not supposed to make perfect sense; it is supposed to show the complete absurdity of Kang’s situation.
at this point I have no idea what is going on with the story anymore, I lost quite a bit of understanding when he came back to earth, cute baby tho
I am starting to think that he did not “Fail”, but in actuality was the result that they were looking for, so they retested him to make sure that it was not a fluke, and in fact the purpose of the morality teacher was to see if his personality could be changed.
When it became apparent that no, his personality can not be changed, and that he can deliver good results each time, they moved him on to the intermediate test.
There he became a demon king, which WAS the results that they wanted, a sort of paxton fettle from fear, only instead of an army of clones he could create and control his own army, so now they are sending him back, to hone the demon king skills that they want.
