This is such important characterization and worldbuilding.
This trust between the officer and Ubel, to trust that each other is at heart a good person, and that there is no need to fight. Ubel gives the Officer a way out to let him reasonably avoid chasing, while the Officer takes that option trusting that she is not out to murder someone.
Everyone is human here. They both trust the other wants peace, not war.

Hmmm, so that’s a weakness, huh. Okay. Let’s see if they’ll piss someone off big enough to basically try and destroy the city while they continue their operation, making them fight multiple fronts.
