Hm, all it says is that boundaries moved by military force aren’t recognized. So have Van briefly and nominally revert back to the previous ownership, and then fine the trouble-making country for their misdeeds by having them forfeit Van. Then the boundaries will have been changed not by military force, but by diplomatic decree.
