The reason Naden couldn’t fly was thanks to her own environment keeping her down. All she needed is the person who understands her past/background, accepts her present and encourages her future.

Another fun fact!
As East Dragon are seen as Divine being so they don’t follow the rule of physic.
The explain for how they can fly is very interesting too, they use something familiar too…uhhh… let’s say Mana and as Mana exist everywhere they simple just ride on those Mana to fly without wings.
But West Dragon has to follow physics so they have to be giant with insane wing span in order to lift themselves and fly!
