Does time move differently in there too? like is a day in the real world like a year in there?

Where the hell was this training when he needed this prior to this chapters 18-22 if not prior to those 4 chapters (I say chapter 13 or 15) 
. No I’m being dead serious here, he could’ve started this before Todo changed and the nine-tailed fox even appeared
