When I saw Rank 3 I thought “Huh, did the Translator mean 13 but forgot the 1?”
No, they really called a Demon Lord that killed 5000 people a Rank 3 
Technically speaking if it’s strictly about Magic the MC should be the highest Rank, if not now, definitely once he learns to fully control his powers. He is after all the ruler of Mana, that title has to mean something. As for physical ability… hmmm… I’d say about Rank 9 seems fair.
