I don’t get it. They want to fight rookies so they can move up….to fight more people

I do not follow the logic. They want to fight rookies because rookies are easier opponent so it easier to get 10 victories. That part I can understand.
But then they have to defeat the floor master, who is supposed to best of the best of that floor, so if rookie hunters only fight rookies to get easy victories they are not probably the best. So it is expected they will be defeated by the floor master who actually have to constantly fight more high level opponents or being replaced.
They wish if they are lucky to defeat the master?
They also do not get otherwise rewarded for basic victories at this point if I remember correctly.
