I assume it’s just another mistranslation… He’s just a king. An emperor rules a vast territory with kings who rule subkingdoms within the territory. Arch Dukes are those close to the king either a brother, close friend or potentially a retired king can fill this role. A Duke usually holds a vast amount of power within a country only second to the crown and usually manages a large territory. Each title below controls less power and less territory down to baron or baronette. (little baron)
