So those are yukatas. Glad to know since I still don’t have the basics of kimonos versus yukatas. I’d also guess this was an O-bon festival. I remember summer festivals in San Jose and Los Angeles’s Little Tokyo. But I may be wrong, there might be other celebrations in the Japanese summer.
