The real point with swimsuits vs underwear is that social convention is what decides which things are appropriate, there is no objective logic to it. Some cultures are fine with public nudity at the beach, others won’t even tolerate showing ankles. It isn’t at all about what is or isn’t covered, or how the clothes are made. It’s only about what each society has agreed over time is decent behaviour.
The Romans had nude slaves everywhere, but the middle class could not go out even partially unclothed, unless they were doing certain jobs or sports, when nudity was fine. The upper class had to be dressed appropriately to their station, but for high nobility or the very wealthy who didn’t have a definite uniform, they could wear (or not wear) whatever they wanted. It was all a crazy mix of rules in the same street.

Plus underwear is usually made from a bit more thin and flimsy textile than swimsuits..

That logic for the swim suit makes sense but it doesn’t at the same time
I guess what bothers them is that you can see the underwear and not that you can see some of what it covers (what really should be the important thing). Because there are swimsuits that cover those parts with a thin strip and they don’t bother XD
So in theory what embarrasses them is that you see the clothe itself, the body doesn’t really matter, but when you see the actual body they are still embarrassed.
So, if they are almost naked with underwear they are embarrassed. But if they are almost naked with swimwear they aren’t… Really a mystery.
