Pre-loaded card doesn’t need your identity. It is a single use item, not re-fillable, and becomes inactive as soon as the last bit of money is transferred/pulled off of it. It is a very safe way for people who don’t wanna be known, to make their coin.

This MC is a bit too confident in his 10 meters teleportation ability, unless he can continuously teleport multiple times in quick succession he won’t easily be able to outrun assassins. Also, does he need to see where he’s teleporting to, or can he just choose any spot within 10 meters even if he doesn’t directly see it? That would make quite a difference. Still very risky in a world of superhumans.
