in short they want a hero who doesnt ony think about their own race and use brute strength. but a hero who can unite everyone. though i am not fully sure

Other sides have chapter 29, but for this, Minister Brute is too focused on the kind of Hero he needs, and not working around the needs of the hero, to work within the culture, guiding the flow of events from within that flow, but not going against it.
