I don’t get the power limitation issue. So if he “becomes a hero” (not sure how) he can show as much power as he wants since as a hero he cannot show more power than the hero? Or is there an existing hero and as long as he doesn’t show up this guy, he is OK doing what he wants? Weird logic here (without more context).
