Guess they don’t have something similar to Geneva convention in this world.. executing prisoners is a war crime.
Must say I’m surprised this empire is doing this, just means your enemies eill fight harder. treating your prisoners well means more of your enemies will surrender which meams you win the war faster with less cost.
