I haven’t read the novel,but I speculate that prez and Ramona weren’t lovers.Prez need someone to be the empress and she was the best option.Also,it was to help Ramona’s family.The best way to help Tia is to find someone suitable for Ramona,then Tia won’t feel as guilty about loving prez.
