I’ll put this here in addition to where I first placed it in the hope it helps with understanding what’s going on a bit better:
Every time they clear the tower it resets itself and all of the players. So yes, his stats and abilities got reset, but he apparently has “sponsors” in/from the tower that all gave him something because he entertained them with his “performance” at the Geneva meeting. (When he did the opposite of what was asked of him.)
