There’s not enough slaves for that many planets to care, only a few thousand every year. at 8,000 a year that’s at most 8,000 separate planets getting a single slave every year, out of some million planets that’s a drop in the bucket. 85 a year each of the 85 planets/territories that present the award at the end.
