Because of course he’s monologuing out loud to himself ffs this is stupid, he’s actually a decently smart villain if not for this stupid forced encounter.

Coming up with a reason why he has magic doesn’t excuse poor writing. This could have been much easier to convey if they had shown it earlier instead of dropping it on us like they did. It would have been much more interesting if we saw him sneakily using that magic when he first encountered the people who summoned him and then pretending to agree with the hero when he said there was no magic in their world while gradually showing his magic use in the background.
