Is he an idiot, he doesn’t need to buy a set of tools for anyone but himself. Ciel can make the rest if they are necessary.

He grabs a tonne of ‘everything’ dirt at the mine walks 20 meters down the slope and drops all the ‘plain dirt’ then all the ‘basic rock’ and keeps any ore or materials he wants. He should be able to do 4 tonne a a minute dependent on time for walking.
Even if he could only do 1 tonne a minute (60 per hour) if only 5% was useful then he got he ends up 500kgs in an hour. Why use a pick axe?
