Theory: The Stone Clan or whatever they’re called (the biggest/strongest clan) caught onto the King’s plans. He did not want the population growing out of fear, so they poisoned the water.
Also, I think the 4 missing elves from the total 50 have something to do with this.
I think they told the Stone Clan, so they came up with a way to stop the village growing any bigger, through making the water clan go crazy and attack.
Also, this may be a way to weaken them before they plan their attack.
I think those big slashes on the water men were planted to throw him off and keep him away from the camp.
This is just speculation, though, I could be dead wrong.
