Supposing that Jotaro had brought a stand arrow with him and had everyone pierce themselves with it, think that they could have beaten Pucci with up graded ability’s?

So does jotaro stand increases in time stop with proficiency because I remember it was only like 3 secs now its five and when he first had it, it was one sec,? Also I believe dio max time stop was 10 secs or no?
