Honestly a very interesting turning point here, as Qin Shi Huang does go down in history as something of a villain, especially towards the end of his life. And while the system Sei set up did allow the empire system of China to come into existence, he wasn’t able to uphold it. Ryofui is kind of right in this instance of Sei’s plan being “short term”
