I do enjoy this chapter. It shows that those who follow absolute orders without thinking about the goal tend to be short sighted. Tou was the right-hand man of Oki for a reason. He is strong but during the Coilition war, we see how Tou doesn’t tend to do well head-to-head clashes against brute force types. He usually is extremely good at positioning, mobility, and quick strike assassinations (hence his preference for a sword). He is clever and has good intuition. Brute force will result in rebellion eventually or the brute force required leaves you with little to no productive people. But if the common folk do not feel much of a change in their day to day lives, they will naturally relax and submit.
