Robure is unlikely to pass; the evaluation about his manners and character during the meeting spoke volumes enough.
Shuti, despite her short-comings, has the desirable personality, manners and character that are more crucial than combat skills, which can be improved along the way. She’s more likely to pass.
Rei, on the other hand – combat skills are unquestioned, but while he’s amicable and not the type to cause trouble, his blunt & no-nonsense attitude can be frowned upon by the high society in that era. So, surprisingly, his chances are more or less 50-50.
