They wouldn’t be in such dire straights if the bogies were allowed to cast magic. Yeah, I get that in the past they might’ve abused their power, but a smart leader uses all of his assets. Not using magic casters is just dumb. It looks like the shamans use a form of divine hedge magic, which is not really powerful (since some can’t even heal), and if they lose favor with their god they’re screwed. Proper magic serves no gods.
Also, if there is magic, there must also be a way to create magic slave collars so that a magic user doesn’t betray there master. Costly, but effective, and allows you to use magic slaves without worrying about betrayal.
But I guess the Jiira were too paranoid and opted for a total ban on magic. Their loss.
