Because its a cliff hanger, its not going to happen.
It will stop with him waking up or a loud noise or someone entering.
If it were to actually be a kiss, it would have been a kiss in that last panel and THEN a cliff hanger.
But the simplest way to tell from a writing perspective is the timing of the cliff hanger and the nature of said cliche/trope.
