Maybe the old man new his time was at an end and i dont mean being killed, maybe he was sick or at the end of his lifespan and wanted to shake this corrupt system up and had himself killed for his death to mean something cause he was kinda talkin about creating new empire/future for the land a more stable one
I honestly thinks the empror is the best actor in this Empire
i don’t believe it’s the emperor. First, the shadow image back then is although it has the same facial structure as him ( like the chin and the beard ) it doesn’t have a hint of a very long eyebrow. Second, it’s not on his character’s nature, he may be the emperor but he didn’t have any vile plans and actions like this in the past; he just wants to maintain the order and hierarchy of the empire.

The emperor is so obviously the one behind this he literally sacrificed that old man to use as a weapon against the houses
well the one who planned to kill him is the emperor.
