That place, Yang Yan mentioned is Star Boundary, in Star Boundary Origin King realm masters are as lowly as outer sect disciple, and only Dao Source realm masters have some standing there. It’s similar to Saint realm cultivators and Saint King realm cultivators in star field. Emperor realm cultivators are those with some powers, they’re at least elders in some major sects while peak 3rd order Emperors are sect masters of major sects. Pseudo-Great Emperors are either Star Envoy, like Yang Yan, supreme elders of major sects, or sect masters of some major sects.

For Great Emperors, Star Boundary’s Heavenly Way only allows 10 Great Emperors to exist in Star Boundary. (This king has probably mentioned this in the explanation of Cultivation realm)
