So in the previous zone anyone who is a Great Emperor is a majestic looking existence, but in a new zone its this retard with looks of a mountain bandit that somehow (how?) became a Great Emperor in his own zone. Why is that?

That play hard to get mode only works if there’s no other guy around her. You have to target a woman like Rapunzel, she always alone inside a tall tower.
