They got parts from ‘donations’ of land from void territories local 7 other low/mid rank sects (yang kais void land now ranks top strength of a mid rank sect)
Those sects exchanged chunks of land from their universe altars(sect), partly as apology for not showing up to help void land, so that they could maintain/repair friendly relations with a sect that can wipe out a 100 sect alliance led by 2x 6 ranks, (killing most of them, plus one 6rank and chasing off the other along with 2x 7 ranks)
Their keeping good relations means a few ideal shop spots/locations in the star city that is being built, they know is going to become prosperous, so they can profit as well.
P.S. i went and checked to confirm, but the novel does describe yang spiritual land as being ‘on top of’ the dragonturtles head.

Honestly if there is an inn which is just floating around in space, I would make a floating casino, like the open heaven pills are very important to everyone and everyone needs more so I reckon that would be the best option. But this is not going to happen, because gambling is not legal in China and they would not want to promote it,
