If you think about it…the whole rationale about preventing direct ascension to rank 7 and hiding the truth about the ink clan really doesn’t gel.
Considering only rank 9s can’t be inked and are major force multiplers one would imagine that a sensible policy is to get as many people to start at rank 7 as possible and nurture them asap to rank 9 while exposing them to the fact of the existential threat.
